Mission

SITO’s mission is to strengthen people and neighborhoods by efficiently revitalizing and then compassionately managing dignified rental housing for low-income residents. We seek to meet the housing needs of the city's current residents where they are and to conserve sound housing where it exists.​

Motivation

St. Louis has a shortage of tens of thousands of rental units for individuals and families with incomes less
than 50% of the area median income. That’s someone making $15 - $20/hr in a full-time job. That’s a
childcare worker, a medical technician, a warehouse worker or a grocery store clerk. People in this income range have a very difficult time finding good, clean, dependable rental apartments in the city.

Over 25% of all St Louis households are either rent-burdened or have substandard housing with poorly
functioning kitchens, plumbing problems, pest problems, or overcrowding.

Added to this, the city is losing affordable housing faster than it is being created. We are losing housing to neglect as the buildings become unlivable and we are losing housing to gentrification which takes it out of being affordable.
